The Asia Pacific Association of Threat Assessment Professionals (APATAP) Committee is excited to announce that our annual conference will be held at Disneyland, Hong Kong from 25 - 27 February 2019.

Our conference theme this year is “Online threats, offline lives: Reality and Practice of Online Threat Management”. This is a highly relevant theme to today’s society and reflects current advancements in the use of technology and social media in assessing and managing global, local, and individual-level threats.

We invite all mental health, law enforcement, security, workplace health and safety, and other professionals tasked with the prevention and response of behavioural risks to join us in this learning and networking opportunity.

Peter Morgan was the Vice-President of Clement Shield Group Ltd, a leading security consultant and event organiser, providing innovative and high standard professional services ranging from security consultancy, training programs, risk analysis, and provision of close protection operatives.

After retiring from the Hong Kong Police as an Assistant Commissioner, Mr. Morgan continues to speak, train and consult internationally on strategic planning, crisis management, critical incident leadership, crisis communications and CT / Pandemic preparation and response.

He has provided training and keynote presentations to a variety of organisations and clients including: The California Association of Hostage Negotiators, USA; The Interpol Strategic Planners Conference, France; The Public Safety & Internal Security Asia Conference, Malaysia; the Razak School of Government, Malaysia; The ASEAN Regional Forum on Bio-Preparedness and Disaster Response Conference, Philippines; the Asia Emergency Management Conference, Macau; the Disaster Recovery Institute Annual Conference, Kuala Lumpur; and the Asia Risk and Resilience Conference, Singapore.

Mr. Morgan spent 24 years as a hostage negotiator and 12 years as the Commander of the Hong Kong Police Crisis Negotiation Unit (CNU). He is the author of Critical Issues in Crisis Negotiation (ISBN 978-1494872519) and is currently a Special Advisor to the Hong Kong Police Crisis Negotiation Unit. He is also an Honorary Advisor for the Hong Kong Police College and an Honorary Fellow of the Hong Kong Jockey Club Centre for Suicide Research and Prevention, Hong Kong University. Mr. Morgan received the Police Meritorious Service Medal (P.M.S.M.) in 2008 and the Police Distinguished Service Medal (P.D.S.M.) in 2015.

Originally from Wales, Mr. Morgan has lived in Switzerland and UK, and has spent most of his career in Hong Kong. He is an avid traveler and mountaineer and has led successful expeditions to the highest mountains in Africa, North and South America. Mr. Morgan has degrees and diplomas in English & History, Adult Education & Training, Public Order and Police (Crisis) Negotiations.
