The Asia Pacific Association of Threat Assessment Professionals (APATAP) Committee is excited to announce that our annual conference will be held at Disneyland, Hong Kong from 25 - 27 February 2019.

Our conference theme this year is “Online threats, offline lives: Reality and Practice of Online Threat Management”. This is a highly relevant theme to today’s society and reflects current advancements in the use of technology and social media in assessing and managing global, local, and individual-level threats.

We invite all mental health, law enforcement, security, workplace health and safety, and other professionals tasked with the prevention and response of behavioural risks to join us in this learning and networking opportunity.

John Muffler, United States Marshals Service Chief Inspector (Ret.) was the Administrator of the National Center for Judicial Security (NCJS), a national program that researched, trained and assessed security measures and countermeasures for the global judicial community. He was accepted into the U.S. Department of State’s Fulbright Specialist Program by the Bureau of Educational and Cultural Affairs and the Institute of International Education’s Council for the International Exchange of Scholars for a judicial protection and rule of law concept. Mr. Muffler has lectured globally on judicial security, protective intelligence, and threat assessment and management. Notably in his career, he conducted risk assessments for the governments of Indonesia (Bali Bombing trial), El Salvador (narcoterrorism threats), Bosnia-Herzegovina (war crime trials), United Arab Emirates (Muslim Brotherhood threats), Netherlands and Scotland (Lockerbie/Pan Am 103 trial). He also supported capacity building initiatives in Mexico and Colombia related to the justice sector. A faculty member of the National Judicial College and the National Council of Juvenile and Family Court Judges, Mr. Muffler has been published in legal and law enforcement magazines and was the executive producer of an award winning court security and safety video series, Project 365. His professional affiliations include: The Association of Threat Assessment Professionals; International Association of Chiefs of Police and a committee member for their International Managers of Police Academy and College Training (IMPACT); Chair, Liaison Officers Association of Washington, DC (international police), Chair, NCJS; Advisory Board, National Center for State Courts; Advisory Board, Blue HELP. He has an MS from St. Joseph's University, a BS from Temple University and is an alumnus of the U.S. Naval Postgraduate School's Executive Leaders Program. He is the Principal of Aequitas Global Security Solutions, LLC, assessing, teaching, and inspiring schools, corporations, and institutions on violence intervention and prevention.
